A/Prof. Nguyen Bach Khoa and Nguyen Thi Thu Huyen, MA - Strategies for Developing Job Training Services in Rural Northwest in General and Son La in Particular

The process of rural modernization and industrialization, Program 135 with the first phase completed and second embarked, Resolutions on rural development of the Government as well as People’s Committees of Northwest provinces have called for new approach and philosophy on developing strategies for job training services in this region. In their article, the authors clarify scientific and practical grounds, evaluate the situation and effectiveness, then put forth the policy implications so as to develop strategies for job training services in the Northwest in general and Son La in particular.

2. PGS.TS. Trần Hùng - Góp phần phát triển nguồn nhân lực cho các tỉnh Tây bắc.

A/Prof.Dr. Tran Hung - Developing Human Resources for the Northwest

The Northwest with 6 provinces of Hoa Binh, Son La, Dien Bien, Lai Chau, Lao Cai and Yen Bai is the home to over 20 ethnic minorities. This region has great development potentials but still faces not a few difficulties in mobilizing the internal and external resources to best exploit the potentials. One of the badly-needed factors for socio-economic development of the Northwest is human resources. With the view of a person in the education field, the author presents his ideas on the orientations of developing human resources via education service for the region in its cause of industrialization and modernization.

3. PGS.TS. Bùi Hữu Đức - Đa dạng hóa phương thức, hệ và trình độ đào tạo đáp ứng yêu cầu phát triển nhân lực tỉnh Sơn La giai đoạn 2011 - 2020.

A/Prof. Dr. Bui Huu Đuc - Diversifying Modes, Formats and Levels of Education to Meet the Need of Human Resource Development of Son La in 2011-2020 Period.

On the basis of theoretical grounds related to modes, formats and levels of education, the content of Resolutions on Human Resource Development of Son La Peope’s Councils in the 2011-2020 period, the author generalizes the modes, formats and levels of education in the province in the past time, from which suggests solutions to diversifying these elements so as to meet the need for human resource development in serve for the province’s socio-economic development in the period of 2011 – 2020.

4. PGS.TS. Phùng Xuân Nhạ và ThS. Hồ Như Hải - Đào tạo cán bộ khu vực công dựa trên khung năng lực.

A/Prof.Dr. Phung Xuan Nha and Ho Nhu Hai, MA - Training Staff for Public Sector on the Basis of Competence Framework.

Competence framework represents the necessary competence for an individual to complete his assigned work. The competence framework for staff in the public sector includes two main groups of general and particular competence for specific entities and titles. The framework is built up and adjusted to each socio-economic phase. Training staff on the basis of the competence framework is a process of evaluating the level of training and meeting the criteria. The process is closely linked to the work of planning, appointing and using staff. Training staff on the basis of the competence framework can be implemented under the process of training leaders and administrators in the public sector with the 5 following steps : (1) establishing framework for each title ; (2) evaluating trainees under the title criteria ; (3) planning the training process ; (4) organizing the training ; (5) evaluating the results and effectiveness / appointing. This 5-step procedure should be carried out synchronously with other activities such as attraction, recruitment and motivation of human resources.

5. PGS. TS. Vu Mạnh Chiến và TS. Phan Thanh Tú - Mục đích của nhà quản lý trong công ty cổ phần: Lợi nhuận doanh nghiệp và lợi ích cá nhân.

A/Prof.Dr. Vu Manh Chien and Dr. Phan Thanh Tu - The Goals of Executives in the Joint-Stock Companies : Corporate Profit vs. Individual Benefits.

The authors apply the representative theory to analyze the relationship between business owners and executives in the joint-stock companies. On the principle of emphasizing individual benefit maximization, the authors clarify the goals of income, fame and power that executives pursue in their managment process. Taking advantage of the conditions arising from the seperation between ownership and management in the company, executives often prioritize their goals, which often go against the long-term targets of corporate profit and value set by the shareholders. This is the origin and nature of the conflict relationship between shareholders and executives in joint-stock companies. Upon analyzing some company cases in Vietnam, the authors point out that in posible conditions, executive are likely to prioritize their own benefits over the corporate profit.

6. PGS. TS. Phạm Đức Hiếu - Chuyển giá tại các doanh nghiệp đầu tư trực tiếp nước ngoài ở Việt Nam - thực trạng và giải pháp.

A/Prof. Dr. Pham Đuc Hieu - Transfer Pricing in Foreign Invested Ennterprises in Vietnam: Situation and Solutions

The article analyzes different modes of transfer pricing in foreign invested enterprises in Vietnam in the recent time. Upon refering to frames of transfer pricing as defined by international organizations (OECD, 2010; UN, 2011; WB, 2011) and comparing with Circular No.66/2010 issued by Ministry of Finance, the author points out some limitations of the Circular as well as the reasons why it has not been effective in the reality. He then proposes some solutions to enhancing the effectiveness of the Circular towards the aims of creating a transparent and equal business environment in Vietnam

7. TS. Nguyễn Hoàng Việt - Lý thuyết và mô hình tái cấu trúc chiến lược kinh doanh của các doanh nghiệp ngành may Việt Nam.

Dr. Nguyen Hoang Viet - Theory and Model of Business Strategy Restructuring in Vietnam Garment and Textile Companies

In recent years, with the development of business management in general and strategic management theories in particular, there has appeared the term “business strategy restructuring”. This new term has various ways of interpreting, expressing and does not have an obvious definition even in course books and monographs.  On the basis of collecting approaches from the latest Strategic Management monographs, the author attempts to come up with a definition with comprehensive implications, through which sets up structure, content and models of business strategy restructuring in Vietnam garment and textile enterprises.

8. ThS. Nguyễn Quang Trung - Ứng dụng công nghệ mạng riêng ảo cho các doanh nghiệp định hướng kinh doanh thương mại điện tử ở Việt Nam.

Nguyen Quang Trung, MA - Applying Virtual Private Network in E-Commerce Oriented Businesses in Vietnam

The development of E-commerce is subject to various factors of which network technology represents the most important. Different network technologies have been applied in businesses, namely Frame Relay, ATM, etc. but they all cost a lot of money. In the meantime, if applying virtual private network (VPN), businesses do not have to invest more in infrastructure but still can ensure security and reliability. VPD has started to draw attention in Vietnam but applying it still causes e-commerce businesses lots of confusion. In his article, upon researching VPN technology in both theoretical and practical aspects, the author suggests some solutions to applying VPN in E-commerce oriented enterprises so that they can improve their business performance and reduce the risks of information hack.

9. ThS. Hà Xuân Bình - Hoàn thiện quản lý nhà nước đối với kinh doanh mặt hàng đường ăn trên thị trường nội địa

Ha Xuan Binh, MA - Completing State Administration on Sugar Trading in the Domestic Market

Annually Vietnam has to import around 200 - 300 tons of sugar to meet the domestic consumption (domestic supply ranges from 0.9 to 1.2 tons while demand reaches 1.2 to 1.3 tons). Sugar prices often fluctuate towards the world prices but besides, they are also subject to many intermediaries in the distribution channel with big traders speculating and increasing the prices to dominate the market. Expenditures on transportation and circulation of sugar to the market are inappropriate and unusually low. The low-quality and smuggled sugar is still marketed to consumers. This situation has on the one hand affected the trading business of the stuff in the domestic market, on the other hand impacted the rights of the consumers and caused them many worries. The article analyzes the situation of state administration on sugar trading in the domestic market in the past time, identifies thorny problems in this field, from which recommends solutions to completing state administration on sugar trading in the national market to 2015, vision 2020.

10. Ngô Dương Minh - Mối quan hệ chính sách tỷ giá - cán cân thương mại và vấn đề sử dụng chính sách tỷ giá để cải thiện tình trạng nhập siêu.

Ngo Duong Minh - The Link between Foreign Exchange Policy and Trade Balance and the Use of Forex Policy to Deal with Trade Deficit

Reality has shown that the fluctuations in foreign exchange are closely related to the macroeconomic performance. This is an important variable affecting the competitiveness of the products in foreign markets and other economic variables. The changes in trade balance due to the fluctuations in exchange rates are an essential part in macroeconomic policy. To Vietnam, studying and discussing foreign exchange policy becomes a sensitive matter in recent time as the policy may have a significant impact on the economy. In the past few years, Vietnam exports have gained dramatic growth but its trade balance has always runs a deficit. The questions therefore are what is the link between foreign exchange policy and foreign trade? Is foreign exchange policy supportive to exports? The answers to these questions will help lay the foundation for making foreign exchange  policy so that it will stipulate economic growth in the context of globalization and international economic integration of the country.
